DEV - render a texttesource data dynamicly over a graphic resource

Some text is hardcoded implementat in a graphic resource (Tabs in the Charactersheet, Main Icons on the FG3 Desktop ...).

To implement a complete internationalization for a FG3 ruleset it would be helpfull if these text data could be defined as text resources which were rendered by initialization of the Game onto a given graphic resource.
The rendering function should be able to "scale a text into a frame" and it should be able to "rotate a text" (e.g. for the vertical text info on the charactersheet tabs).
